Minutes
The meeting came to order at 6:08 P.M. with the following persons present:
Members: Robin O’Malley – chair, John Bonazoli - Clerk, Reggie Tardif, Jim Lacey, Andy Belliveau, Mary-Beth Foster, Lisa Collin
Guests:
Mike Farrell – Interim Town Administrator
David Surface – Board of Selectmen
Phil Trapani – Board of Selectmen

Budget discussion:
Mike Farrell submitted a new budget based on discussions of last meeting. The budget was not voted on due to expected changes for insurance. The final costs are expected by next meeting.
Warrant discussion: All articles that are being passed over will be voted on at a later date. More information is needed to vote on them.
Articles 1-3 (ATM10-01, ATM10-02) were passed over.
Jim Lacey made a motion to accept Article 4 (ATM10-04). The motion was seconded by Reggie Tardif. The motion carried with a vote of 7-0
Article 5 (ATM10-05) was passed over.
The following consent calendar articles were grouped as one vote. A hold was placed on Article 7.
Jim Lacey made a motion to accept Articles 6,8,9,10,11,12. (ATM10-06, ATM10-08, ATM10-09, ATM10-10, ATM10-11, ATM10-12). The motion was seconded by Reggie Tardif. The motion carried with a vote of 7-0
Jim Lacey made a motion to accept Article 7 (ATM10-07) The motion was seconded by Reggie Tardif. The motion carried with a vote of 7-0.
Article 13 (ATM10-14) was passed over.
Article 14 (ATM10-13) was passed over.
Article 15 (ATM10-14) was passed over.
Article 16 (ATM10-14) was passed over.
Jim Lacey made a motion to accept Article 17 (ATM10-16). The motion was seconded by Reggie Tardif. The motion carried with a vote of 7-0.
Jim Lacey made a motion to accept Article 18 (ATM10-17). The motion was seconded by Reggie Tardif. The motion carried with a vote of 7-0.
Jim Lacey made a motion to accept Article 19 (ATM10-18). The motion was seconded by Reggie Tardif. The motion carried with a vote of 7-0.
Jim Lacey made a motion to accept Article 20 (ATM10-19). The motion was seconded by Reggie Tardif. The motion carried with a vote of 7-0.
Article 21 (ATM10-29) was passed over
Article 22 (ATM10-30) was passed over
Under Article 23 (ATM10-20) Community Preservation Committee, Articles A, B, C, D, E, F were grouped together as one vote. A hold was put on Article G.
Jim Lacey made a motion to accept Article 23 (ATM10-20) Articles A-F. The motion was seconded by Reggie Tardif. The motion carried with a vote of 7-0.
Jim Lacey made a motion to accept Article 23 (ATM10-20) – Article G. The motion was seconded by Reggie Tardif. The motion carried with a vote of 6-0-1 with Robin O’Malley abstaining.
Jim Lacey made a motion to accept Article 24 (ATM10-21). The motion was seconded by Reggie Tardif. The motion carried with a vote of 7-0.
Articles 25-26 (ATM10-22, ATM10-23) were passed over.
Jim Lacey made a motion to accept Article 27 (ATM10-24). The motion was seconded by Reggie Tardif. The motion carried with a vote of 7-0.
Article 28 (ATM10-25) was passed over.
Jim Lacey made a motion to accept Article 29 (ATM10-26). The motion was seconded by Reggie Tardif. The motion carried with a vote of 7-0.
Article 30 (ATM10-31) was passed over.
No vote was made on the special town meeting warrant.
Next meeting will be held Wednesday April 7, 2010
Reggie Tardif made a motion to adjourn. Jim Lacey seconded the motion and the motion carried 7-0.
